Abstract
To integrate recipients of so-called unemployment benefits II into the labour market, Germany provides a comprehensive set of incentives, programmes and benefit sanctions. Active labour market programmes, in particular vocational training and subsidised employment, are part of these policy measures. Based on a large survey of more than 25,000 benefit recipients, we analyse the assignment of benefit recipients to these labour market programmes. The data provide uniquely detailed information to characterise the socio-demographic situation of the individuals and the placement process. The empirical results show that, compared to men, women are less often placed in active labour market programmes. For both genders, there is little indication that specific target groups are promoted by the programmes as actually required by law. In case of vocational training programmes, more frequent access into programmes can be observed only for persons younger than 25 years, but not for other target groups. In case of subsidised employment, only younger persons and low-qualified males experience a higher probability of programme assignment.
